If some GNU maintainers, outside of GNU, work on a software, and want it inside GNU, but GNU refuses, that’s absolutely not GNU software. It is not even about GNU. This text was rejected by GNU’s structure, and was elaborated outside of GNU (because it was rejected), so it’s not GNU.
