Any ideas of how/if to solve this best?

I think so.

The text I'm working from has:
                +-------+         +-------
                | 1-4.  |         |5.
intro |: chorus ending1 || verse :| inter |: keychange chorus finalend :|

What this means is
                _________________________
                |1-4.             | 5.
Intro |: Chorus ending1 || verse :| inter |: keychange chorus finaleend :|

This is the only composer (a modern!) who I've ever seen use this
construct.
The intermediate ending is just to modulate in the accompaniment for
the key change.
