It seems that you dowloaded and applied the patch to move to 71, but
forgot to run 'automake'?

see PATCHES.txt:

    Q: I upgraded by applying a patch, and now my configure/build breaks.

    A: Patches don't include automatically generated files, i.e. F<configure>
       and files generated by F<configure>.  Regenerate them yourself:

        autoconf
        configure

    You might need to create some extra "out" directories.  Do this
    with

            make outdirs


> loading cache ./config.cache
> configure: error: can not run stepmake/bin/config.sub

These files moved do stepmake/bin (as they were included twice).
