I have reproduced the problem. For some reason if your are running
Windows NT _and_ you have installed lilypond Windows NT/95
distribution on a FAT partition instead of a NTFS partition you get
the following error:

I do not have a work around other than install Lilypond Windows NT/95
on a NTFS partition if you have one. Following is a table of
installations that I have tested and known to work.
