I take it that you're not familiar with unix style .tar.gz archives,
and your windows software does not make it easier for you. Probably
your download software has mangled the file name.
The size of your downloaded file will help to identify the problem:
.tar.gz ~ 950kb
.tar ~ 5Mb
download error ~ 1kb
If the size is ~ 950kb, rename the file to
lilypond-1.1.38.tar.gz
and rerun winzip. If you already have Cygnus' GNU/Windows toolchain
installed, you better try:
tar xzf lilypond-1.1.38.tar.gz
or
tar xf lilypond-1.1.38.tar
as winzip has other bugs too.
If the size is real small, open the file to check the download error.
