I haven't checked pl60, but in pl63, gallina does not appear particularly
broken to me.

Maybe.  But you'll have to be a bit more specific:

  * are those long stems always part of a beam, not part of a beam, or
    do you get long stems everywhere?

  * maybe you could make a small example file (eg, copy a measure 
    from gallina)

  * could you indicate what notes have too long stems:

    - how long Lily makes them, and

    - how long you think they should be instead
