Yes, I've seen several versions of the breve symbol, both the 
two you mention, |=| and ||O||, as well as something like |OO|.
I don't know if any of them is more standard than the others.
Of course, the best solution would be to add all versions to the
font and implement a property that selects which one to use.
By the way, has anyone seen other versions of the longa symbol?
