I have not done /any/ evaluation on the following -

As I said I don't know a thing about it yet (except
I believe the GNOME group is using this format for
their docs), but it looked like it would do what I
need to do (have HTML and Latex/ps/dvi and txt versions
of an on-line article/book with img tags etc.).
It will probably need some hacking to get it to
do more than that.
As a general remark, I think it looks like the field
of documentation is in a state, where not much is
certain, regarding formats and tools.
However jade is a free sgml parser (all though not GPL ?),
written in c++ from scratch, and jadetex build on that
to do the tex stuff (as far I can see), so that is maybe a
place to start.
(One bad thing though - I fgrep'ed Microsoft's in some of
the files ;-/ )
