The LilyPond 1.2.0 Reference Manual, section 6.5.4, states:
\cadenza togglevalue; Music expression that toggles the automatic generation
of bar lines. If togglevalue is 0, bar line generation is turned off. If
togglevalue is 1, a bar is immediately printed and bar generation is turned
on.
This seems to be backwards:
\cadenza 1;
turns barline generation off, and
\cadenza 0;
turns it on.
