That can be accomplished now already; remove the Bar_engraver from
the Staff context, and put a Bar_engraver in the Lyrics context.

This is --in fact-- what LilyPond does today, and has done for the
past 3 years. You have to remove the barchecks ( `|' ) to prevent the
under and overflow warnings and resetting of measure lengths, though.
