At least here in Germany we make a difference between the right for distributing
sheet music and the right of performing. These are handled seperately. So it's
possible to state "non-commercial copying welcome" for the sheet music without
giving away the right to get bucks for public performances, broadcasts or for
distribution and copying of CDs, tapes, ...

As far as I know this is stated in the "Berner Abkommen" (contract of Bern?).
