Hmm.  It looks quite good.  I'll best wait for cygnus' upcoming
release any day now.  If I can find the time, I'll give mingw a try.

Now that you ask: what if you run

    PATH=\lilypond-1.3.31;%PATH% 
    \lilypond-1.3.31\lilypond.exe --help

from a plain dos shell (making no use of other cygnus stuff)?
