To anyone else trying to move LilyPond to NT:
the current version of Cygwin setup.exe (as of 18 Oct 2000) has a
MAJOR bug. You have to use old-setup.exe to get a working system.
Also to note - Cygwin & MikTeX make an appalling mess of an NT disc.
It is essential to defrag after install of either of them to keep
your system up to speed. Dklite from http://www.executive.com is
free, and works reliably.
