Early versions of teTeX had texhash, later it was renamed to
mktexlsr and in the most recent versions, texhash has reappeared
as a link to mktexlsr. Could it be that you have one of these
intermediate versions (teTeX 0.9?) but have an older copy of
texhash left in some bin/ directory?
It's probably safe to say that you should run mktexlsr if you have
one, otherwise use texhash.
