Could you please specify what version of Lilypond you have
downloaded and where you found it, there are a number of
different versions and distribution forms available.
The recommended version is the new stable version, 1.4.x,

This distribution will give you a UNIX-like environment (Cygwin)
where you can run the Lilypond commands.
