It would probably be smart to follow the syntax of some C-like
   language (C, Python, Perl, ...) since parsers are already there.

You just gave strong reasons why one should _not_ use a C-like syntax:
You need to write a parser.  You need to invent a new syntax that
nobody understands (so "nobody knows lisp" is moot).

A eval function to grok the packaging sexp would take a screen of
lisp, and is trivial to write since we have Guile (our parser!)

Please, lets stop discussing this.  A sexp is the best solution.
