I fixed the way we handle installs so that we don't have to
re-generate the binary before every install (that was ugly and it
bugged me).  Now there's a configure option "--with-opt-style-install"
which you can use to do the same thing that "make install-opt" used to
do.

Now if you do a "make motif" and then do it again, the second time
really is a no-op.  I'll get a patch to Linas soon, but I've got some
other things I've got to finish up first.  This next patch should add
plotutils support (though no actuall graphs yet), but I'll try to add
a configure test for now so that if you don't have it installed, you
just don't get the plotting code...
