ChangeLog files really only make sense if everybody uses them.
On projects that use them religiously, they are a reliable source
of file history (answering questions like "what changes have been
made to this function over the past two years?"). If only some
people generate them, I fail to see the point.
So, I think Linas needs to either have a policy of either "reject
the patch if there is no ChangeLog" or "reject the patch if it
contains a ChangeLog."
(my opinion anyway)
