With my last patch, we've moved to using ./ChangeLog exclusively (no
more subdirectory changelogs), and several of us are now being pretty
good about putting useful comments in there. For those using emacs,
it's quite straightforward. Just put your cursor in the file (or if
appropriate the function) you are working on, and then hit "C-x 4 a"
to add a new ChangeLog entry. Emacs will find the right file and
start the entry for you.
