QIF-Import is english only..

Hi,

as one of the translators I found that the QIF-Import is only
available in english, no matter what $LOCALE you have and if the 
appropiate strings are translated or not..

This concerns at least french and german, I suppose the rest as well.

Could anybody look after that, please ?
