I noticed that we have a html/gnucash.css file that affects the web
pages, but the problem is that (at least if you're just looking at the
web pages from netscape) it has no effect when it's just in the top
html directory.  If you copy it into the C/ directory, for example,
then it takes effect...

I'm no CSS guru, but it seems like that might need fixing.  So the
question is should we

  a) put identical copies in all of the lang dirs
  b) add a Makefile that symlinks it into the lang dirs at build time
     (we can't just put symlinks into CVS).
  c) change the files in the lang dirs to refer to ../gnucash.css (can
     we do that safely?)
