1) I don't see this particular change happening anytime soon.  There's
  just no consensus to do it this way, and frankly it just isn't that

It's not even a certain solution anyway, since it doesn't solve the
case where you want the gnucash.po regenerated _before_ you commmit
the file removal or touch the ChangeLog.

This is why you should be editing the changelog as you edit files. *hint hint*
