Um, it's in the top-level of the g-wrap 1.9.6 tarball right next to
the configure script.
Any help as to where I might get that tarball? The one I found at
http://download.savannah.gnu.org/releases/g-wrap/g-wrap-1.9.6.tar.gz does
not have a configure.in file.
I guess there is some more official home for g-wrap than
http://www.nongnu.org/g-wrap/
Even the FSF directory seems to point there although that's out-of-date as
well. http://directory.fsf.org/All_Packages_in_Directory/G-Wrap.html
