The following is what I get when I run gnucash.cmd from Dos Shell. It looks like the Path has changed and added some duplicates that I didn't install. Previously I had subscribed to the user but not the devel mail list which I have now corrected. I don't understand the other comments so I hope you can help.

Try to invoke gnucash.cmd from a dos shell (cmd.exe). This should reveal some more info.
