We download sqlite3 and build it, libdbi, and the sqlite3 libdbi driver.

There does seem to be a pre-built windows binary lib 
(http://www.postgresql.org/download/).  The same seems to be true for mysql.  
I'd need to download them to see what is in the packages.

Well, it would require either downloading the PG binary libs or
building them....

I haven't looked to see if we're building our own Win32 DBI or using
a pre-built version.
