I didn't miss the point; that was (indirectly) my question. You said
that scrollkeeper was used during build time to timestamp the files,

Can they? I suppose, if someone wanted to write a different cataloging
program that also uses them. I haven't yet found any references to
such a program on the web. Apple and Microsoft help each have their
own catalogs, neither of which (AFAICT) use omf metadata.
