The web site contents are stored in SVN in the htdocs module.
So who maintains it? Well, the content is maintained by the devs
(and a few others who have htdocs commit access). The server is
maintained by Linas.
As for "who is the GnuCash Project" that is an interesting question
and I don't have a good answer.
