I assume you are aware that 2.3.X is unstable and there are no guarantees about data loss. That said, if you open your XML file in gnucash 2.3.8 and choose "Save As", you can select sqlite.
What platform will you be doing this on? On windows, the setup.exe file contains everything you should need. On linux, you will need to set up some packages besides just gc 2.3.8.
