Actually the string *should* be part of gnucash.pot. The string is defined in src/gnome/gnucash.desktop.in.in which contains _Name=GnuCash Finance Management _Comment=Manage your finances, accounts, and investments and the gnome intltool infrastructure should be able to extract translations of that string and merge it back into the resulting gnucash.desktop file.
