I have recently re-written the US Income Tax Report. Christian
Stimming did the German version as a proof of concept some time ago -
I made some minor changes to it so that it would continue to work with
some of the changes needed for the US report. Christian reads the
gnucash-devel list, so perhaps he can respond to you directly.

This worked for me some time ago when I was testing my changes to the
German version. The Tax report was listed in the Report menu.

The actual report is taxtxf.scm for US and taxtxf-de_DE.scm for Germany.

Perhaps you can explain in a little more detail what you are trying to
do so we can see if it fits within the framework of what is currently
available.
