IMO, you should send a report to both of them. If you inform Fedora/RedHat, 
they can at least come up with a workaround for their rpms.

On the other hand, if the problem is in libdbi, the libdbi team is best 
informed so they can fix it.

If the problem is a compiler bug/incompatibility, both Fedora and libdbi may 
be a good team to trace and/or fix the incompatibility.
