They're not links, they're buttons that display the respective files in a 
message box. It works fine on OSX and the relevant code (in 
src/gnome-utils/gnc-main-window.c) isn't special-cased, so I imagine that it's 
a distro packager problem.

We should change the bit about the "GNU way"; it incorrectly suggests an 
affiliation with the FSF's GNU project.

That's actually still part of http://www.gnu.org/licenses/gpl-2.0.html. I guess 
we still need to distribute that since we formally license under GPL V2 or V3. 
Note COPYING is GPLv3, which leaves out the flippant example, but isn't what's 
displayed by the License button.

Anyway, it's part of the example not the license, so we could take it out if 
you really think someone might be offended.
