They're not. The captcha issue was raised a couple of weeks ago but Derek hasn't had a chance to fix it yet. There's a one-week "cooling off period" between getting an account and it being authorized for editing. That was in place as an anti-spam measure before we required applying for an account and hasn't yet been removed.
