That also happens to be the 1.8 development branch at the moment (we will branch 1.8 once we actually release 1.8.0). This means that anything not destined for 1.8 wont be incorporated in CVS until after we branch. As for patches, you can use make-gnucash-patches (which depends on "makepatch"), gzip the result (I don't recall if m-g-p does that automatically) and mail it to gnucash-patches.
