Well, they used to be a part of mainstream gnucash, and I think they got removed from gnucash-docs at Christian's insistence. There is no 'independent effort' or 'other websites'; these were the translations of the 1.6 docs. (although the french is even older). I was of the opinion that 'something is better than nothing', so I kept them on the website.
