I don't see why not... It depends -- of course -- on how the budgeting system is designed and implemented. Since that's not really done, there's no way to tell exactly how hard that would be or how quickly it would be done. There's also a question of how useful that functionality is if it's at the level of category selection to cover expenses... perhaps it's sufficient to say: "you had $X over-budget [combined across categories] and $Y under-budget [across categories].... Y - X >= 0, so you're okay for the month... do you want detail about your over-budget categories?"
