There is no "forum".  It's a mailing list.
You access it via mailto:[email protected]
I.e., open up your favorite email client and send a message to 
[email protected].

Unfortunately "GnuCash for Android" is a separate application that is
not based on GnuCash, not maintained by the GnuCash developers, and none
of the GnuCash developers have any insights into its operation.  You
really DO need to get help from them, not here.

Are you trying to "Import" or "Open" the file from Android?
