Robert Fewell discovered a missing file in the 2.7.5 installer, so yes it can't run on Windows.
We have fixed this issue since the 2.7.5 release, but I'm still having issues composing a new Windows installer package. Otherwise I would have asked you to try the current nightly build. And it is as David already points our: 2.7.x are beta releases, only intended to test for issues still to fix for 3.0. You're most welcome to help out there of course, but don't use it for actual accounting just yet (we're getting close).
