The API's for the implementation of Making Tax Digital are hosted on the HMRC Developer Hub<https://www.tax.service.gov.uk/api-documentation>. There are no plans to make other libraries available. You are free to register on the HMRC Developer Hub<https://www.tax.service.gov.uk/api-documentation> and develop software so if you do want to proceed please register and let me know which areas of Making Tax Digital you are interested in. What licence will the reference library be released under, and in what programming language will it be implemented? I have CC'd the gnucash mailing list for their reference (gnucash is one of the leading free and open source accounting packages).
