It should automatically open the last saved accounts file if you restart gnucash. If not then use File > Open and browse to the file. Assuming that works then close and reopen gnucash and check it re-opens the file.
Note that on a Mac you cannot double click an accounts file to open it, that will just open the last uese accounts file.
