You’re missing the ‘.’ class indicator at the beginning. It’s

.GncRegisterPage > GtkBox {
  color: green
}

Though I haven’t tested it, so it might still not work. (should though)

If you left off the ‘.’ on the rule you have, it wouldn’t work either. 
(shouldn’t, that is)
