The file html-utilities.scm worked a treat, thanks.

I've also cloned the gnucash git repository and compiled. The scroll bars seem to be behaving a lot better than in 3.2. I'll give it a proper test early next week.

Look in the trace file [1] for the actual error. I fixed a couple of 
divide-by-zero problems in the asset value code last week, so it might be from 
one of those.
