The starting balance in the Reconcile dialog *must* be the total of all reconciled transactions in the account. If it is not correct that means that an error has been introduced into the accounts, that must be corrected. If it is considered not worth finding exactly what the previous error is then a correction transaction can be added and reconciled that will adjust the balance accordingly.
