That would be Payment Services Directive 2. You can read about it on

Basically, financial institutions in Europe (subject to PSD1 and now 
PSD2) are required to implement two-factor authentication for access to 
online accounts.

This is likely to be completely incompatible with fetching account data 
programatically, given that many seem to think the best approach is a 
one-time passcode sent via SMS to your mobile phone after validating your 
id and password.
