It would be a good idea to get to 2.6.21 first if you aren’t there yet. That version can read 3.x files, so if you have to step backwards for any reason, you can still open the file.
As for stepping through 3.x before 3.8, I’m not sure. I don’t think it is necessary, but it won’t hurt other than cost some time. Note, those early 3.x releases had some bugs. Some didn’t migrate preferences and report correctly. If a dev can chime in on the proper upgrade path, go with that, but I think jumping from 2.6.21 to 3.8 is fine and then do check-repair if you see any problems.
