In some cases, an E-Mail list (or a usenet group) is used: CentOS has an announce list where important updates (eg security fixes) are posted. The TeX/LaTeX maintainers post announcements in the Usenet group comp.text.tex. The idea of a *desktop* application "phoning home" to check for updates is obnoxious. It also tends to fail misseriably if one has poor Internet ("Hello, my name is Nobody and I use Dialup.").
