That indicates that the dll is either not installed in that location or the
installed version in that location does not contain the required function. 
It may help if you specify your Windows version, and how GnuCash was
installed ( downloaded setup.exe, flatpack or similar).

A possibe quickfix might be found  at
http://www.dlldownloader.com/libpng-dll/#About-Libpngdll. You could try
downloading the current version file for your Windows version and installing
it in the location specified. The verson of the file used by the developes
may be quite specific one  since the developers have loaded it into a
gnucash specific location and not just the general system location for dll
files in Windows, so this may not necessarily work. You will likely need
admin privileges to install the file. If you do, rename the old file by
appending ".orig" to the file before copying the new version to the
location. This will allow you to restore the original file if necessary by
removing the postfix to the file extension.

If this doesn't work , you may need to wait for one of the Windows
developers to respond.
