gnc-fq-check is not a standalone executable command, it's a perl script.

So open a Windows command prompt

Navigate ("cd" command) to " C:\Program Files (x86)\gnucash\bin" 

Then enter "perl gnc-fq-check"

This should list all version (eg "1.49", followed by all the quote sources)

I apologise for ignorance but trying to run check from cmd prompt i get:

C:\Program Files (x86)\gnucash\bin>$ gnc-fq-check

'$' is not recognized as an internal or external command, operable program or 
batch file.
