According to the GnuCash Help documentation, section 6.16.5. "Import CSV" (https://www.gnucash.org/viewdoc.phtml?rev=4&lang=C&doc=help <https://www.gnucash.org/viewdoc.phtml?rev=4&lang=C&doc=help>), the CSV importer has a "CSV Import Preview" pane which includes an "Encoding". Set this to UTF-8.
If what you author as Startvärde gets imported as Startvärde, that sounds like your CSV Import Preview setting for Encoding is actually ISO8859/1 or something like that.
