OneDrive is not treated as a "drive", it is a folder on your system. The screen capture below shows what I get when doing a QIF import. OneDrive is listed at the top middle of the dialog box.

If you cannot, then the issue is that it is not presenting as a drive. If you CAN, then it's more likely a permission problem.
